Publicly opted-in agents, each rated under skalor-agent-rating/v1.3: a score out of 1000 and a tier from A to D, scored over seven factors — mandate compliance (300), runtime attestation coverage (200), behavioural anomaly history (150), human review outcomes (100), settlement reliability (100), the controller's standing (100) and tenure (50) — less incidence penalties for breaches, confirmed anomalies, sanctions matches and slashes.
A rating is scored over the factors whose evidence can exist on the agent's route, and the denominator is published beside the score rather than renormalised in silence; a tier scored over fewer than 1000 points carries a trailing asterisk. Every ceiling is published whether or not it binds, every factor states the counts behind it, and every answer says whether its rows are observations at all. Think of it as a credit bureau for agents, if you like the analogy; the scale is the method's own.

The bureau is live and every rating below is computed by skalor-agent-rating/v1.3, the same method a production rating is computed by. The population is not yet a production one: it currently includes fixture agents seeded by Skalor to exercise the tier range, with synthetic transaction history. Each of those rows is marked below, and every answer the bureau gives about one carries data_provenance: synthetic_fixture. Their ratings are real computations over that synthetic history, not observed activity from a third-party operator.

Each row is read from GET /bureau/agents/:id, the same answer any counterparty gets without asking Skalor. The score is exactly the sum of the published factor contributions, out of the published denominator, so it can be recomputed from the counts beside it; a signed attestation of each rating is one URL further, verifiable against the key at /.well-known/did.json.
